For Bi-County Bills, the Prince George’s County and Montgomery County Delegations must concur before local legislation can be moved to a House Standing Committee. If there is no agreement then the bill fails.

Synopsis
FOR the purpose of establishing the Task Force on the Membership and Operation of the Prince George’s County Board of Education; and generally relating to the Task Force on the Membership and Operation of the Prince George’s County Board of Education. SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, that: (a) There is a Task Force on the Membership and Operation of the Prince George’s County Board of Education. (b) The Task Force consists of the following members: (1) the Chair of the Prince George’s County Senate Delegation, or the Chair’s designee; (2) one member of the Senate of Maryland who represents Prince George’s County, appointed by the Chair of the Prince George’s County Senate Delegation.
